Overview

The Angkor Centre for Conservation of Biodiversity (ACCB) was established in 2003 by Münster Zoo and the Zoological Society for the Conservation of Species and Populations (ZGAP). It is the first nature conservation centre in Cambodia, located on 25 hectares of land in Phnom Kulen National Park at the trailhead for the historic site of Kbal Spean, about 50 km north of Siem Reap. The goals of the ACCB include the rehabilitation of confiscated, mainly globally threatened wildlife and the conservation breeding of selected species, in combination with environmental education and capacity building for conservation and an expanding in-situ conservation and research programme. The animal stock at ACCB currently includes approximately 275 individuals from about 40 species of birds, mammals, and reptiles.

The ACCB is currently looking to fill its Assistant Project Manager position who manages the administration, finance, and facilities departments. This is a challenging but rewarding position for a highly dedicated and motivated individual with a keen interest in making a contribution to conservation. In addition, he/she will have to be prepared to support a variety of other activities at ACCB as required, such as helping in education or with fulfilling grant requests. The Assistant Project Manager reports to the Project Manager.

Main Duties and Responsibilities

The Assistant Project Manager covers for the Project Manager in his absence in accordance with delegated authorities, and is responsible for administration including human resources and financial accounting and reporting, and oversees the facilities department. Main duties and responsibilities include:

  • Maintain awareness of the overall situation in all project departments; act for the Project Manager in his absence in accordance with delegated authority
  • Supervise the administration staff and the Facilities Specialist
  • Oversee preparation, processing, and organization of project administration documents, personnel support documents, and payments including:
    • Project oversight documents, including agreements and memorandums of understanding with Cambodian authorities and other NGOs
    • Personnel records including work agreements, performance records, insurance policies, and vaccinations
    • Employee visa applications and status
    • Insurance polies for personnel, facilities, and vehicles
    • Issuing salary payments to personnel, and making payments to other entities
  • Maintain financial accounting and produce specified internal and external financial reports
  • Maintain awareness of the budget status in all departments and provide updates and recommendations; authorize expenditures of other departments at a delegated maximum amount
  • Financial administration of grants and other funding sources; provide oversight of expenditures and provide internal and external reports on status when requested
  • Produce reports for the project executing organization, Cambodian authorities, as well as other project partners as required in collaboration with the Project Manager
  • In close coordination with the Project Manager, oversee implementation of various projects or activities as delegated
  • Produce monthly and quarterly reports on activities, progress, results, and program evaluations
  • Prepare budget requests, and manage the allocated administration department budget
  • Make recommendations for improvements in administration, human resources, finance, facilities management, and other project functions

Requirements

  • University degree (e.g. business administration, biology, ecology, environmental science, natural resource management, etc.)
  • Proven interest in wildlife and natural resource conservation
  • Practical experience in project and office management, including administration, budgeting and accounting, reporting, and staff management
  • Ability to work independently and with minimal supervision, but as part of a team and in close cooperation with other managers and the project executing organization
  • Highly skilled with a variety of computer programs, particularly MS Word and Excel, and Quickbooks
  • Excellent attention to detail, organizational skills, reliability, oral/written communication skills in English, practical skills, and common sense
  • Ability to cope with a sometimes heavy workload and to multi-task in a demanding environment
  • Physically fit and able to live in a hot and humid climate
  • Ability to cope with relatively simple living conditions in a rural and isolated area, in close quarters with people from a variety of different cultures
  • Valid driver’s license and a good driving record
  • Positive attitude, flexibility, and patience
  • Previous experience in international conservation work is required
  • Animal husbandry experience in a zoo or wildlife rescue center is preferred

  • Free shared accommodation at ACCB, located at Kbal Spean in Phnom Kulen National Park
  • Airfare to/from site, including one return flight per year

  • Salary is dependent on experience
