Overview

The commercial bushmeat trade is considered to be one of the biggest threats to the future of Central African wildlife, with an estimated 5 million tons harvested each year from the Congo River basin. This hunting is putting immense pressure on an array of forest animals, including pangolin, crocodile, boa, antelope and monkeys as the demand from burgeoning urban areas increases.

In order to reduce the hunting threat to wildlife populations, the Wildlife Conservation Society, and its partners -CIFOR and YoYo Communications- are currently conducting a five-year project funded by the U.S. Fish and Wildlife Service to identify the key drivers behind urban bushmeat consumption in Brazzaville, Republic of Congo and in Kinshasa, Democratic Republic of Congo (KiBra).

The first phase of the project has already started to examine three components of the bushmeat market:  the supply side, the demand side, and the regulatory context. The team working on this project will then use the insights gained from research around each of these components to develop a first-of-its-kind mass media behavior change campaign to reduce the level of bushmeat consumption. 

OBJECTIVE

Provide technical and administrative support to the Urban Bushmeat Project.  This includes regularly updating the project tracking system, maintaining databases, organizing meetings, and preparing regular internal communications.

RELATIONSHIPS

The position will report directly to Robert Mwinyihali, the WCS Urban Bushmeat Coordinator and the country’s program manager. This position will also maintain regular communications and collaboration with other members of the bushmeat team especially the bushmeat research coordinator.

RESPONSIBILITIES

  1. Maintain integrated project management system for KiBra and PNR
    1. Input workplans into online platforms, highlight priority tasks for each team member, and keep team tasks on schedule
    2. Prepare monthly updates to send to stakeholders
    3. Amend tasks and timelines on request
    4. Provide technical support on use of the software to other team members
    5. Prepare and compile the data for reports to donors
  2. Maintain a database of media, government, NGO and private sector stakeholders
  3. Collect and input data on relevant stakeholders in RoC, DRC and elsewhere
  4. Maintain the database
  5. Extract data from the database at the request of other team members
  6. Assist in organizing meetings and external visits as needed
  1. Coordinate in-country logistical arrangements
  2. Circulate agendas and project documentation
  3. Take notes during meetings, compile notes and prepare final meeting reports
  1. Assist  the Project Coordinator and other team members ( Law, Research, campaign) with other general administration tasks as needed
    1. Assist the bushmeat coordinator with the recruitment, training and supervision of students / research assistant for the surveys.

DELIVERABLES

  • Project management system for KiBra updated and maintained
  • Bi-weekly team updates to highlight priority tasks
  • Database of stakeholders
  • Final meeting reports
  • Monthly 2-page updates sent to KiBra partners

SCHEDULE, REQUIREMENTS AND COMPENSATION

This ToR will cover four months from March 1 to December 31st, 2018, with the possibility of extending dependent on performance and funding.  The position is based in Pointe-Noire, Republic of Congo.

A candidate with a first degree or a degree in communication, marketing or other related fields  (i.e     social science, political sciences, etc) will be preferred with an experience of at least 3-5 years in campaign management.  Excellent writing and speaking skills are required in French and desired in English.

This position requires strong experience in campaigning and behavior change/social marketing methods. Understanding of media production and experience working with media teams with private or NGOs sectors are strongly preferred. Knowledge of conservation approaches to reducing bushmeat consumption is a bonus.

This is a locally-hired position, so the consultant is expected to cover all their personal expenses in Pointe Noire. Business-related travel to Brazzaville or and Kinshasa may be required and all related expenses will be covered by WCS. A non-Congolese consultant is required to obtain medical insurance. The consultant will be provided with access to WCS office resources and utilities in Pointe-Noire during this time.  Congolese and women are encouraged to apply.
