The concept of independent Moor Associations is not yet formally established but emerged in the 20 Year Somerset Flood Action Plan (FAP) following the major flooding event in 2014. The FAP outlined a number of measures throughout the catchments of the Somerset Levels and Moors to reduce flood risk and build resilience to flooding.
