Primary Function:

The National Marine Fisheries Service (NMFS), Oregon-Washington Coastal Office (OWCO) is responsible for implementing the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), and Magnuson-Stevens Fisheries Conservation Act (MSA).
