Overview

As a member of an Operations Analysis and Reporting team(s), you will provide effective business ownership of NRW’s Water Framework Directive (WFD) ecology and River Habitat Survey (RHS) ecology data. The breadth of ecological data involved may be expanded in future. You will play a key role working with the Development and Innovation Programme and Subject Matter Experts to develop and enhance NRW’s ecology data management solution (KiECO). The role will also include the current business as usual administration and user support of KiECO as part of the WISKI application suite, working alongside the Water Quality Data Specialist and the National Hydrometry and Telemetry Officer (WISKI Management).

Responsibilities:
Setting direction
Work with the Project Manager and Business Analyst within the Development and Innovation Programme to prioritise and plan the development and delivery of enhancements for KiECO
Liaise directly with the supplier to specify and test specific developments and enhancements
Identify business processes and legacy technology that will benefit and be replaced by KiECO
Manage data content and identify and manage related data from internal and external sources
Agree a personal delivery plan and report to their line manager on progress no less than twice a year
Exercises good judgement and be willing to held to account for decisions, actions and choices made
Delivering results
Support the WISKI business owner to deliver an effective data service to Ecology data users both within and outside of NRW
Support the delivery of test plans and work with the Subject Matter Experts to implement developments and enhancements through the Development – Test – Production cycle
Provide technical advice, support and guidance as lead expert in the organisation for ecology data held in KiECO
Ensure the health, safety and wellbeing of staff and contractors and provide assurance on safe working practices
Building relationships

Act as a technical contact and liaison between business, subject matter experts and IT service delivery and development and Innovation colleagues
Support users (eg by provision of training) through change resulting from new development and enhancements of the KiECO tool so that improvements and benefits are realised and better ways of working delivered which support customer and environmental needs
Ensuring effective governance
Establish effective data governance process for managing ecology data in KiECO, working with colleagues in Development and Innovation and ICT Business As Usual
Work with colleagues in the Master Reference Data team to develop relevant term lists and dictionaries related to Ecology Data and KiECO
Ensure that general NRW policies and processes are adhered to:

Monitor progress of work, identify risks in the delivery of priorities and implement timely resolution of issues

Lead in, and direct the wider business through the provision of expert advice and knowledge on ecology data and associated business processes
Lead the provision of first line support for KiECO Business users
Work with Subject Matter Experts to develop and deliver guidance and user training where required

Job Specific Criteria:
Educated to degree level or equivalent in a relevant subject area, or the ability to demonstrate comparable technical know-how relevant to the post
Display proven ability in the following areas:Managing ecology data in a new IT system
Becoming the lead user and expert in a new IT system
Managing ecology reference data and metadata
Previous experience in Evaluating IT and data requirements of business processes that produce and use ecology data
Previous experience in developing and maintain relationships with ecology data providers and customers, including developing networks of internal and external  contacts with users and partner, building strong internal and external relationships with a range of partners/stakeholders  to influence  and gain co-operation of others
Key skills in the following areas:Decision making, analytical and problem-solving
Written and spoken communication and persuasive oral presentation
Being innovative and demonstrate drive to achieve targets
Working independently with high standards of Governance demonstrating personal initiative and good organisational skills

Membership of a relevant profession body is desirable but not essential: successful applicants will, however, be expected to keep up to date with recent developments in their field. (Desirable)
