Background

Global Fishing Watch is an international nonprofit organization committed to advancing ocean sustainability and stewardship through increasing transparency. We create and publicly share knowledge about human activity at sea to enable fair and sustainable use of our ocean. Founded in 2015 through a collaboration between Oceana, SkyTruth, and Google, GFW became an independent, international non-profit organization in June 2017. Using cutting-edge technology, we create and publicly share map visualizations, data, and analysis tools to enable scientific research, inform and influence policy and government actions, and drive a transformation in how we manage our ocean.

 

The Position

We are looking for an experienced oceans expert with a background in fisheries data, monitoring, control and surveillance, and oceans/ fisheries policy. With a focus on GFW programs in the Mediterranean, the Program Manager will be responsible for coordinating wide ranging projects with cross-disciplinary teams to deliver Global Fishing Watch’s ambitious goals in Europe. The position will supervise an analyst to generate high-quality reports and data products that support governments to take action and, where needed, translate analysis into capacity building or training for our regional partners.

The program in Europe is centered on the Mediterranean, the role involves supporting the Med Sea Alliance, GFCM and other partners with analysis reports and data products that increase publicly-available information on human fishing stressors and their impact on fishing habitats and vulnerable marine ecosystems, especially corals. To achieve this the Manager will coordinate a project involving data analysts, data scientists and product engineers to develop new features in our public map and work with partners to produce impactful reports.

The successful candidate will be knowledgeable in fisheries monitoring control and surveillance challenges and solutions. The Program Manager will cultivate relationships with government officials, key NGOs and private sector partners. They will work with their peers and senior staff in an action-oriented and collegial work environment. In addition to well-developed project management skills, the candidate will be an excellent communicator with fluent English and, ideally, bring credible experience in the Mediterranean.

Flexible working hours to accommodate calls across time zones is essential and some travel may be required to support country representatives at external meetings as needed.

The Manager will help advance the transparency vision of the organization, drive it in the region, and will work closely with other Regional Leads and the Global Practices team, including head of analysis, capacity building and international policy.

 

Principal Duties and Responsibilities

Regional Project Management and Delivery

  • Lead the Projects involved in the MedSea, including policy goals for the region through partner engagements and the delivery of analysis and data products
  • Work with analysis team in the delivery of grants focused on the use of open and transparent data in strengthening fisheries governance in Europe.
  • Manage operational relationships with key technical and implementation partners
  • Lead engagements with countries, regional institutions and NGOs with analysis, policy and technical assessments and briefings.
  • Support Capacity building efforts, including development of materials to deliver training to various partners

Strategy and Leadership

  • Develop and implement strategies to advance GFW’s transparency vision and global program in Europe, with focus on the Mediterranean Sea.
  • Accomplish team objectives by managing staff; planning and evaluating department activities; overseeing regional workplans
  • Develop, coordinate, and enforce systems, policies and procedures.
  • Ensure a safe, secure, and legal work environment.

 

External Representation, Communication and Fundraising

  • Represent the organization in advocating our mission with a variety of audiences, including strategic partners and policymakers, media, funders and at GFW training and outreach events
  • Support fundraising, communication and international policy efforts to support, sustain and scale the program in the region

 

Candidate description

Required

  • Bachelor’s degree.
  • Minimum 10 years relevant professional experience.
  • Experience in oceans governance, fisheries policy, international fisheries compliance and/or monitoring, control and surveillance.
  • Demonstrated ability in development, management and policy work in the national, regional and international context.
  • Excellent interpersonal skills and ability to cultivate and follow up relationships.
  • Demonstrated ability to develop and move projects forward with a high degree of independence and autonomy.
  • Excellent written and oral communications skills in English.
  • Relevant experience in Mediterranean

Preferred

  • Master’s degree and direct work experience related to national regulation and implementation to reduce illegal fishing; technology used at sea for monitoring, control and surveillance
  • Relevant experience in Africa
  • Other languages desirable
  • Excellent oratory and presentation skills, and experience speaking with media.
  • Basic data science knowledge using GIS programs and R or equivalent coding language
  • Experience using remote sensing data including synthetic aperture radar imagery

Location: Remote working with a preference for time zones in Europe

Salary: Commensurate with experience. Global Fishing Watch offers pension/retirement, health and other benefits commensurate with similar level Global Fishing Watch employees in the country of employment.

Working Hours:  Global Fishing Watch supports flexible working, so the pattern of hours may vary according to operational and personal needs. GFW works across different time zones and weekend work may be required on occasion. The post holder will be required to undertake periodic domestic and international travel. No overtime is payable.
