Job Purpose

Manage and develop the relation between nature reserves (protected areas) and local communities and to implement awareness & educational programs.

 

Key Duties and Responsibilities

Functional Responsibilities

1.     Manage the setting of socio-economic (community) goals, design of metrics and implementation of monitoring to ensure effective and equitable implementation of all nature reserve-related programs and forums.

2.     Oversee the assessment and execution of quality assurance programs, ensuring compliance with community engagement objectives and international best-practice on the rights of Indigenous Peoples and Local Communities (IPLCs).

3.     Ensure that the W&NH / Nature teams have the capacity to, and support colleagues to, diagnose community engagement needs and requirements and provide solutions to problems and for fellow staff

4.     Identify, plan and manage W&NH community engagement and safeguard processes for all RCU nature reserve-related initiatives and related activities which have potential to impact on local people, to ensure the active involvement and protection of local communities , with a focus on women and other marginalized groups (as appropriate)

5.     Ensure to have consistency and coordination between W&NH teams and projects on the rights of local people, the process by which communities should be meaningfully consulted, and attaining consensus by design and execution of programs, initiatives, and forums that engage the local community in AlUla.

6.     Manage and develop community engagement programs such as: Systematic, disaggregated and regular consultation; awareness raising and educational programs.

7.     Provide support and technical leadership and oversight to W&NH teams for participatory land and resources use mapping and planning exercises with local groups/tribes

8.     Work collaboratively to develop the tools and capacity within the W&NH team, and provide both oversight and backstopping, to ensure the effective development and implementation of:
• Free, Prior and Informed Consent processes (noting limitations given KSA governance)
• Social Impact Assessments (for any plans, strategies or physical developments)
• Community/rights safeguards and associated monitoring (safeguard information system)
• A framework or mechanism for grievance redress (GRM)

Managerial Responsibilities

1.     Provide input to the sector’s strategy, from the Department’s or Section’s perspective, in line with RCU overall vision and mission.

2.     Develop the Department’s or Section’s objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets

3.     Contribute to the preparation of the Department’s or Section’s annual budget and monitor the financial performance of the Department or Section.

4.     Implement and execute the Department’s or Section’s policies and procedures. Oversee the overall performance of the section and ensure KPI’s are well developed, cascaded, communicated and monitored.

5.     Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.

Job Requirements

Academic Qualifications
Bachelor’s Degree in, Development, Social Sciences, Social Work, or a related field. (Masters Degree preferred)

Work Experience
6 years of relevant experience with 2 years in a managerial role.

·       Written and Oral proficiency of English & Arabic languages.

·       Excellent communication skills.

·       Excellent time management and organization skills.

·       Excellent community engagement, co-creation and consultation skills.

·       Excellent social science skills – data collection, analysis and reporting.

·       Familiarity with social / community rights standards, regulations, best practices, and performance standards.

·       Proven success in developing community engagement and/or safeguard and monitoring systems

·       Maintains a high standard of professionalism, presentation, personal integrity, and customer support.

·       Further experience in volunteering roles and with team management.

·       Experience in Program Design, Program Management, Engagement Program, NGO Development.

·       Demonstrably compassionate and ethical

·       Understands and will adhere to the policies and principles of the RCU

·       Able and willing to undertake fieldwork in remote and difficult desert environments
