WWF-Wildlife Crime ACAI & Tigers Alive
The Wildlife Crime ACAI is the articulation of the delivery mechanism for Outcome 2’s ambitious goal of eliminating illegal wildlife trade by 2030. This ACAI will strive to achieve zero poaching, to stop wildlife trafficking, reduce demand for illegal wildlife and catalyse collective actions from national governments to combat organized wildlife crime. The ACAI builds on the strong programme of work and external partnerships established under the joint WWF / TRAFFIC Wildlife Crime Initiative (WCI).
Tigers Alive is the combination of the entire WWF network’s effort to double wild tigers. It is based on the actions of WWF staff across the entire organization from those working in the remotest parts of the tiger landscapes to those influencing the future development of Asia and including those achieving other great conservation wins in all parts of WWF. The success of Tigers Alive is in fact highly dependent on the success and credibility of WWF as a whole.
The Wildlife Law Enforcement Program Officer role assists the delivery of anti poaching support work in Asia under two main themes (1) Support roll out of SMART (2) General Anti Poaching Support Work
- Under SMART, the Programme Officer will assists the Wildlife Law Enforcement Specialist in roll out of SMART across the priority sites in Asia with main focus on tiger range countries and beyond if required.
- Under the General Anti Poaching support work Program Officer will support the ranger training, ranger welfare, protection audit, world ranger congress related work and any other task assigned by the Wildlife Law Enforcement Specialist.
The post holder will be based in the WWF Cambodia office. The Wildlife Law Enforcement Specialist-Asia, WWF Wildlife Crime Initiative, will manage the post.
MAJOR DUTIES AND RESPONSIBILITIES
- Support roll out of SMART [80%]
- Quickly acquaint himself/herself with current software SMART
- Be very familiar with all aspects of the operation of LEM software packages and able to train on all aspects of the software.
- Understand LEM databases and how they work.
- Be able to train both at administrator level and field staff on LEM.
- Provide technical inputs in development of SMART operation plans for TRCs and beyond.
- Represent WWF in the technical council of SMART partnership
- Provide support to data officers in Asia in maintaining the standardized database for all wildlife species data, both terrestrial and aquatic, collected and recorded by front-line forest staff
- Establish and support the capacity building in Asia in field data collections units through training, instruction and software installations.
- Maintain records of suggestion provided by SMART users and communicate those suggestions to the developers
- Help in roll out of SMART Connect across Asia and beyond if required
- Act as technology focal point for Asia Poaching Prevention Working Group
- Coordinate Asia Poaching Prevention Working Group activities whenever required
- Work closely with TRAFFIC to implement intelligence-based enforcement and anti trafficking work.
- Support the capacity building initiatives on SMART in Africa if requested.
- General Anti Poaching Support Work [20%]
- Assist the Wildlife Law Enforcement Specialist in coordinating ranger welfare and ranger training work
- Assist with management of RFA website, newsletter and events
- Assist in writing project proposals for implementing zero poaching work across Asia
- Support in implementation of anti poaching projects in Asia
- Assist in organizing the World Ranger Congress 2019
In the course of performing the duties as set out in this Terms of Reference, the post holder may be exposed to challenging working conditions, especially for field-based staff members. The post holder will need to travel extensively to field sites for regular support. The staff will also be expected to attend late night and early morning calls with other WWF country offices.
REQUIRED QUALIFICATIONS
- Possess a minimum Bachelor degree in conservation
- Minimum working experience of three (3) years in a wildlife conservation field preferably in Asia
- Significant professional work experience relevant to wildlife conservation, protected area management and law enforcement
- Extensive experience on SMART and other Law Enforcement Monitoring tool
- Experience working with database systems
- Basic knowledge of computer programing, server maintenance and website management.
REQUIRED SKILLS AND COMPETENCIES
- Must be able to work with minimal supervision, both in the field and in the office
- Excellent computer skills, especially related to GIS and database systems, and have the ability to use appropriate technology for presentation to partners and stakeholders
- Good command of English, both in written and oral
- Excellent organizational and time management skills
- Excellent interpersonal skills, innovative thinking, versatile ability to work in a team as well as independently.
- Good understanding of current conservation and environmental issues
- Willing to travel as and when required
WORKING RELATIONSHIPS
- Internal: This post will be managed by the Wildlife Law Enforcement Specialist therefore the staff member will work closely with WCI and Tiger Team.
- This post will need to liaise closely with WWF and TRAFFIC International staff, and WWF and TRAFFIC staff in Asia
- External: Interacts with government officials, intergovernmental organizations and treaties (e.g. IUCN, CITES, GTF), other NGOs and media. Be the focal point of WWF in the SMART partnership.

- This job may from time to time involve access to confidential data, which should not be divulged to external bodies without the prior consent of the WWF.
- Expected to take the initiative on behalf of the Wildlife Law Enforcement Specialist in carrying out specific tasks and make decisions relevant to area of designated responsibility in events or emergency or where urgent attention is required, especially when the Wildlife Law Enforcement Specialist is away from the office base.
- All information and material collected during the course of the project / work as well as all outputs shall remain the property of WWF and is not allowed to be used without prior written consent from WWF. However, the Country Director may grant permission in writing for exclusion of this condition under special circumstances in consultation with the Wildlife Law Enforcement Specialist.
