Overview
Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Leads processing, analysis, summarizing, and interpretation of interdisciplinary data from marine ecosystem research surveys using univariate, multivariate, and spatial approaches to meet specified project objectives. Works with large and complex databases for interdisciplinary and time series data. Collaborates with PIFSC researchers and other government and non-government agencies, and provides appropriately analyzed, summarized, and interpreted data products to collaborators. Leads coordination of all operations for marine ecosystems research projects. Collaborates with Principal Investigators (PIs) to develop, implement, evaluate, and improve sampling methodologies, training protocols, and operational procedures used to meet project objectives. Oversees preparation and execution of research activities within budgetary and scheduling restraints, which includes the coordination and training of research assistants, helping to develop operational itineraries, and overseeing daily field operations. Serves as research team lead or chief scientist during field and at-sea missions as needed. Prepares scientific manuscripts, technical reports, non-technical synopses, training materials, and standard operating procedure documentation summarizing the results of the above analyses. Collaborates with PIFSC researchers and other government and non-government agencies on the preparation of reports, synopses, manuscripts, and other interpreted data products. Prepares and delivers presentations and papers as part of the program’s education and outreach efforts. Participates in research cruises and marine ecosystem surveys of the U.S. Pacific Islands. Fieldwork will typically require a significant amount of time at sea (typically 30 to 60 days per year).
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Master’s Degree from an accredited college or university in Marine Biology, Zoology, Biology, Botany, Ecosystem Science, Oceanography, Geographic Information Systems (GIS), Computer Sciences, Ocean Engineering, or related field involving studies of marine science or coral reef ecosystems.
EXPERIENCE: Three to five (3-5) years of experience with marine research projects, including projects utilizing underwater biological survey methodologies, and experience in training and leading field survey teams for marine ecosystem studies, analyzing complex databases and applying statistical procedures, working on interdisciplinary research teams and agencies concerned with research, conservation, and management of ecosystems.
ABIL/KNOW/SKILLS: Working knowledge of at least one (1) of the following areas: oceanographic processes, reef fish taxonomy, coral taxonomy, algal taxonomy, coral reef ecology, GIS applications, acoustic mapping, or ocean engineering. Working knowledge of scientific and operational requirements for various marine underwater survey techniques and field experiments. Working knowledge of statistical procedures to perform data analyses, including interpretation of results pertaining to ecosystem processes. Knowledge and understanding of principles and practices in the fields of biometrics, community ecology, population biology, conservation biology, landscape ecology, and natural resource management. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a U.S. Citizen or Permanent Resident Alien. Ability to independently plan, implement, and manage projects. Ability to work and make decisions independently and to meet programmatic requirements within schedule and budgetary constraints. Ability to lead and train research assistants in field and data handling procedures. Must possess strong interpersonal skills to coordinate and work with diverse teams of PIs, researchers, resource managers, administrators, technicians, ship crew members, etc. Ability to apply statistical and analytical procedures using R or other statistical programming packages. Proficiency with basic office productivity software tools, including word processors, spreadsheets, and MS PowerPoint. Proficient with GIS applications. Must possess excellent written and verbal communication skills to write scientific manuscripts and technical reports, and to make presentations that are suitable for a range of audiences. Must be SCUBA certified (NAUI, PADI, AAUS, etc.) to basic Open Water and Rescue. Must possess good free diving skills. Must have a minimum of forty (40) logged SCUBA dives. Post Offer/Employment Condition: Must be able to meet U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a Federal facility, which includes being fingerprinted and having a Federal background check performed prior to date of hire and maintained throughout duration of employment. Must be able to complete NOAA diving certification, which includes meeting the physical, watermanship, academic, and experience requirements, and maintain throughout duration of employment. Must be able to pass all training requirements, CPR, AED, and O2 Provider, first aid, and training courses within six (6) months from date of hire and maintain throughout period duration of employment.
PHYSICAL/MEDICAL REQUIREMENTS: Ability to work long hours outdoors at various captive facilities and remote locations with high exposure to sunlight, aboard research vessels and aboard small boats (15’-20’) in coastal and oceanic waters. Ability to lift and carry up to 50 pounds of scuba gear and equipment. Post Offer/Employment Condition: Must be able to obtain NOAA Medical Clearance for NOAA diving requirements as well as for embarking/working on NOAA research vessels or other appropriate vessels, which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment.

SECONDARY QUALIFICATIONS: Formal training or extensive experience in project management. Familiarity with coral reef ecosystem organisms, particularly Indo-Pacific species. Working knowledge of software packages, such as ArcView GIS, Adobe Photoshop, Adobe Illustrator, Mendeley, and GitHub. Experience with Global Positioning System (GPS) receivers and data. Experience being at sea aboard large research or fisheries vessels for an extended period. Current certifications in CPR, First Aid, and Emergency Oxygen Administration.
